Why are V-Codes not great for billing insurance?

I know ICD-9 codes are good because they describe an actual disease. I’d like to know more information on why V-Codes aren’t as billable for insurance. Thank you!
Just FYI: I don’t bill for preventative services. I bill for Gastrointestinal diseases and we are not allowed to use V-Codes as primary codes as insurance won’t accept them.

Because v-codes are not illnesses. they’re simply factors which may affect a person’s status.
