Are medical/prescription bills tax deductable?And if so, are they filed on the year paid or services rendered?

I’m trying to file and this past year brought expenses such as medical and prescription. Medication bills have been paid, but not for the medical services rendered.

I’m wondering if they are tax deductable and if so, are they filed on the year the bills were paid or when the services were completed?

Hope someone has an answer.
